This can't be right...7870 XT troubles!

When I OC my GPU and run it in benchmarks it plinks between its OC, 1250, and its default speed, 925. When I run it in benchmarks it performs exactly the same when it's in 1250 mode as it is when I set it to defaults myself. When the GPU crashes from core overclock it starts to work fine for a while but on reset it just goes back to bouncing between 925 and 1250. When it works at 1250 it's really nice but otherwise it seems awful.

Anyone know what might be causing this and if I should return it?

i could be that your amd drivers are being buggy (happnd to me too wen i wanted to overclock a 6450 unistalled and reinstalled and it worked fine again).
Also what software do you use to overclock maybe by trying msi afterburner it will work fine. another goood reason is overheating, when a card daresto overhaet the amd driver brings it back to default ( happend to me too). your card could be broken or it just can't handle that overclock. by what i see i think it can't run the overclock or it is broken. hope it helped (sorry for my bad english)
