Files sharing and the ISP new threats.

I am not sure if this is in the right place, but there is news that ISP are going to attack files sharing in this country and there is no way I am going to stop using my internet the way I want to.

I hear if you get a VPN it will hide your internet activity but some say P2P is measured by Up/Down traffic and could still be traced.

I also have an old pc that I could use for something in hiding my traffic.

I am not very experienced in networking and would like to know my options so that I can avoid throttling/shutdowns.

Using a VPN is not a magic bullet because you need to connect to a VPN server, and the ISP where that is located could still shut down your traffic.
