shutdown in Win98

I have tried the troubleshooter and when I get to the screen that says if the bootleg.txt file doesn't say Terminate=KERNEL then windows isn't shutting down properly. Well, mine says Terminate=user. What does this mean and how do I fix it? Windows troubleshooter doesn't bother to tell you how! Windows does shut down properly 8 out of 10 times. It also displays the blue screen of death, but I haven't taken note of what it is having a fatal error in. I think sometimes .vxd files. Thanks for the help!

Lots of times the best way to repair a problem in Windows 98 is to just re-install the operating system. Put the CD in the CD-ROM and run Setup. Then go to Windows Update and re-download the patches and updates.

If this doesn't fix the problem, please post the message in the blue screen.
