My poor 680SLI for cyrsis 3

MB MSI X79A-GD45 8D (MS-7760) (1 PCI-E x1, 5 PCI-E x16, 8 DDR3 DIMM, Audio, Gigabit LAN)
Intel Patsburg X79, Intel Sandy Bridge-EP
RAM 16337 MB (DDR3-1333 DDR3 SDRAM)
DIMM-C1: Kingston 9905403-198.A00LF 4 GB DDR3-1333 DDR3 SDRAM X4

NVIDIA GeForce GTX 680 (4095 MB) x2 SLI==>driver : 314.07
crysis 3 set up

Just like in the pictures :
in many fields the GPUs usage % is less than 50%
is that the CPU or RAM or MB problem
my 3Dmark 11 ==> X 6400 around
what is the problem

The 2.3GHz processor is probably holding it back. Everything else on the PC is really fast.
