Framerate Issue in ArmA II

My computer Specs before anything:
NVIDIA GeForce GTX 550 Ti 1gb,
Intel core i5-3470 @ 3.2 ghz,
8gb Ram,
5400 RPM HDD,
MSI zh77a g43

The problem I am having is when playing ArmA II on a server (Not sure if it happens anywhere else), my graphics card uses under 50% (According to MSI Afterburner) at all times - it does not give its full graphical potential, making my game run at around 30 or 40 FPS. I want to know if anyone else has this problem, and if they know how to solve it.

P.S. I am not sure if this is the correct place to put this issue.

Game is poorly optimized, nothing you can do about it unfortunately.

also alot of it can be the server. like i can play on some dayz servers at around 60 fps and some im around 20
