Is there a difference between the image quality of Samsung 191T and 191T+ flat panels? Does 191T+ have any improvements in the black/white purity, image crispness and pixel ON/OFF time?

No, they both suck save your money and get a Sony or a Viewsonic.

You say that the samsung 191+/191t+ "suck", but they don't "suck" at all. Almost every 19" lcd uses the same panel that is in those 2 samsungs, including sony 19"ers (judging by the thg review of 19" lcds). Not sure about the panel in the viewsonic, but I have never come across a review that rated a vx900 or any other 19" viewsonic above the samsung.

The difference between the 191t and 191t+ is the same as the difference between the the 191t and 192t. It's very slight, but the 191t+ is slightly better. The 191t+ is basically the US version of the 193t and has the same panel as the 192t only with the portrait mode and other features of the 191t.
