Help About GTX 660's

Hi I really would like to know what "OC" Means in this model
MSI N660Ti PE 2GD5/OC GeForce GTX 660 Ti 2GB 192-bit GDDR5 PCI Express 3.0 x16 HDCP Ready SLI Support Video Card

It's the same as this one below isen't it? If not what is the difference?

Does the "OC" Mean that this GPU has already been OverClocked then sold? But the other on has not been overclocked? I would really like to know because the MSI has "1019Mhz Core Clock" But the "EVGA only has 915Mhz Core Clock" Why is this? Please Help me and explain
