Is something bottle necking my GPU?

I recently bough an EVGA geforce gtx 680.
From what was advertised it was one of the most mindblowing GPU's on the market, delivering very high fps in gameplay and benchmarks. However it hasn't lived up to expectations by any means, eg. the highest FPS i received on Just Cause 2 was about 59 - 60, and it went below this.
Crysis runs anywhere from about 30 - 50, and Crysis 2 about the same.
My first thought was install latest drivers - didn't work
I am soon going to try re installing windows to see if there is any software problems present.
Obviously by the title i have thought about bottle necking.
I have:
8gb DDR3 1600MHz RAM (Dual Channel)
Core i5 2500k running at 3.3 GHz (not overclocked)
Corsair Enthusiast TX 850W power supply

Any help would be greatly appreciated

keep in mind when you read benchmarks they use top of the line extreme series processors so your not overclocked cpu is giving you a bottleneck. get a better cpu cooler and overclock this puppy to 4.4-4.8ghz and you will notice difference
