ZOTAC GeForce GTX 660 Ti clock questions

Hey all, first time poster, but I have always enjoyed the forums on this website. Very mature and intelligent.

So here is my situation. I just built a new PC on a decent budget to use for gaming that will hopefully last 2-4 years. I bought 2xZOTAC GeForce GTX 660 Ti to use in SLI. On the ZOTAC website, they have the core clock timed at 928 MHz Base / 1006 MHz Boost and the memory clock timed at 6008 MHz. Nvidia Control Panel reads the core clock timed at 705 MHz and memory clock at 3004 MHz. I am curious as to why there is such discrepancy in what it should be and what it is. Is it normal? Is it something I have to configure manually? This is the first time I have been able to build a machine like this, so any insight is greatly appreciated.

Also, what would be a good app to use to monitor FPS, usage rate, temp, etc?

GA-990FXA-UD7
AMD FX(tm)-8350 Eight-Core Processor 4.0 GHz
CORSAIR DOMINATOR GT 8GB (2 x 4GB) DDR3 1866

its probably downclocked download evga precision and then you can raise the core clock and fan speed and base clock evga precision will monitor temps
