Well what can you afford? Obviously SLI 680's are going to be the better setup vs the SLI 670's. But I think that the better value lies with the 670 SLI setup, I don't think the extra $200+ spent for the 2 680's will be worth the performance gains you will receive.

Only gaming at 1080 you only need one high end card prob a 670 will suit you. If you plan to move up the ladder to 2560 x 1600 or 3 displays then def go with 2 680s in SLI. I love my 2 x 4Gb 680s. Crysis 3 and BF3 at my res are the chit!

You won't get 60 fps consistently.

As an example, I've got an i7 3770k running at 4.5 gigs, and a Gigabyte GTX 670. In Far Cry 3 with all settings cranked at 1080p, I get around 50-55 fps. The 670 is overclocked to the point where it is comparable to a 680.

If you intend on playing Far Cry 3 or Crysis 3 at 60 fps, 1080p, and settings cranked, you're probably best off getting twin 670s if you intend on sticking with Nvidia.
