How do I use the access point that came with my HP Pavilion?

First, I'm alittle unsure how access points work.
If my wireless router is on the first level of my home and my HP is on the second level, do I use this access point device to connect the HP to the internet or is the access point used to "extend" the wireless connection so other computers may connect to the wireless router.
If its the ladder, how do I connect my HP Pavilion, that is on the second floor, to the internet? I have another HP Pavilion Slimline on the first floor that connects to the wireless router with ease.

1st Floor Computer:
HP Pavilion Slimline s3300f PC
Windows XP (Used to be Vista)
Wireless LAN 802.11 b/g (Connects wirelessly to my linksys with no issues)

2nd Floor Computer:
HP Pavilion Magnesium Gray Edition P6404y
Windows 7 Home 64bit
Wireless LAN 802.11 b/g/n
Came with this mini tower device that I was told is a access point used to connect to a wireless connection that is normally out of range?
