Entire system shuts off if IDE HD connected

My WD28400 8GB drive apparently shorts out my power supply. I have tried it in two systems. If connected,(drive cable & jumper setup correctly) the computers' power will turn on for less than a second, and then not at all until I disconnect the power to the drive. Same story if I eliminate all other IDE devices.

I have replaced the drive, however I would like to salvage it. Any suggestions?

Soemthing may be wrong with its circuitry.
