Overclocking 560ti Noobie Question

Hello, Everyone I recently been noticing my frames in game have been horribly bad. I check my evga precision and this is what I find

It shows my gpu clock at 405 and my voltage at 950 ? I change both and gave it a new overclock but nothing happens everything stays the same ??

Need help plz

it's low 3d clocks, it's a power saving feature, simply put load on your gpu and it'll ramp up to your overclocked settings...

At idle it should be about 50mhz (2d clocks)
