hello, i have a few questions about tv tuner, capture card...any input is appreciated. i am lookin at around 60 - 130 dollars.

1. Which tv tuner/capture card captures at the best quality?
2. Does any tv tuner/capture card offer tv-out support?? (i'm talkin about pure tv tuner/capture, not a card similar to all-in-wonder.
