How to run 7970 on full speed

Is there any way to ensure that my hd 7970 is running at full power, because my card seems to be slacking off when playing some less gpu demanding games?

As long as the graphics are spot on, Why would you want your card to run at full power?

EDIT: ^^^Or care for that matter, my 7950 could run at 5% max power as long as i get the expected frame rates at the right res i would say good deal.

Yeh the graphics card performs at the right level and smoothly but the problem is when i start recording clips the fps drops heaps and doesn't rise back up

MSI Afterburner or GPUz will both tell you what load is being placed on your graphics card. It sounds like a CPU issue though.
