I don't know but I suspect YouTube could be pressurised to remove anything the BBC wanted to protect.

I know how stupid this sounds when you're in the business of putting information out but the BBC holds Copyright over everything it produces and could complain if they didn't like the format in which their products were being displayed.

Fair usage is normally allowed, however, if the BBC complain all that will happen is youtube will take it down, you won't have broken any laws.

A lot of the BBC content is actually made by private production companies that then hold the copyright so it really does depend on the content in question. I doubt you'd get into serious trouble though, as HoshiCat says most likely it just gets removed and you get warned.
