I just bought a new ethernet card that has two troubleshooting lights on the back. One (link/Act) lights up when when connected to a network. The other (100) lights up when the card is operating at 100Mps when it is not lit the card is operating at 10Mps. Right now that led is off which means I'm operating at 10Mps. I'm connected to a cable modem (shaw@home service). Is this normal??

well, as the average for cable modem users right now is around 500Kbps to 1.5 Mbps, it would be a lot to ask of your cable ISP to run at 100Mbps. most cable modems today will only operare at the 10Mbps threshhold. but that still leaves plenty of room to grow....

ignore everything i say

As the above post shows, cable services are nowhere at any of those two standards. Man, need some more speed...
