Windows 7 Reinstall Ram issues

I had to reinstall Windows 7 as the boot files went missing and couldn't be repaired, i successfully installed windows 7 but found a problem with my ram

3.75 usable out of 4gb, where as before with win 7 i had my full 4gb usable.

i think its an issue with bios reserving memory. but i dont know how to free the memory up?

4gb ram
500gb hdd
amd 780g Chipset
amd radeon hd 3200

windows 7 home premium 64bit

Other than home basic, all windows 7 retail boxes should come with both 32bit and 64bit. Are you sure you used the right disc?

it says it 64 bit in every menu,

Check in the resource monitor to see if the missing memory is reserved for hardware.

there is 258 reserved for bios and drivers

I've read that some have had success enabling memory remapping in the BIOS. Not all BIOSs have that option though.

so is that like flashing the bios?
