What do you mean by not starting?, does the computer power up are you getting the no boot disk message on the screen?

Go into the BIOS and set the Boot sequence to boot from the DVD drive first. Save and install. When you are satisfied that everything is OK you can go back and set it to boot from C: drive.

Does it boot to the DVD to let you setup the install?

Did you already install Windows, did that process complete correctly?

I'm assuming you're aware that the hard drive starts completely blank.

I try to install the OS W7 on BIOS, TRY DEL,F2,F10, ESC, still does not install W7, check all headers and cables on MB, all are ok, not sure whats going on, i do hear 1 beep when I power on computer, cannot see the BIOS open up,

using a monitor with a DVI Adapter, screen is blank
