Internet connection issues

alright so im having conenction problems. For some reason my computer has decided that is doesnt enjoy having the internet connected to it.

Ive been using this computer for years with no problem, and now just lately it has started to drop in and out every 10-15 seconds for 2-5seconds.

Im running:
quad core 3.4ghz AMD phenom(tm) II 965 processor, (64bit OS, win 7)
4gb ram
radeon HD 6450

(need to know anything else lmk)

Ive tested other computers/ smarthphones etc on the network and they all seem to run with no hicups. which has made me believe that its this computer.

ive restarted the computer, reset the modem, restored it to factory settings etc, nothing has seemed to work, and was wondering what i check next.

My computer is running between 65-72 degrees Celsius with an apperant max lvl to get to 99 (not sure on this)

If you guys can think of anything else that can be the problem let me know.

I'm going to take a stab in the dark and guess that it is an autonegation issue.

Your computer and whatever you are connecting to negotiate speed and duplex of your connection. What happens if you manually set it to 100 Mbits/sec and full duplex?
