My Toshiba laptop does not offer WEP encrytion as an option and I need it to connect to a frequently visited place. How can fix?

Hello and welcome to Tom's Hardware Forums.
The laptop doesn't offer any wireless security level - the router determines which one you have and the computer can connect if it knows the security key. The only one your Toshiba may not be able to connect to is WPA2 - WEP is the lowest level and all systems can connect to it.
Have a look at this Sticky Post which describes how to find and or change the security level or the key, track down which level you're using on the router and tell the computer the secret.
