Wheel chair accessable van

My sister is looking for a wheel chair accessable van. Her van which isnt wheel chair acces. just lost its rods and she needs a new one. Her son has cerebal palsy and gian betet syndrome(sp?)She is a single Mom who has adopted her 2 grandkids also. She has filed bankruptcy a few years ago and noone will loan her money. We are running out of ideas how to help her. Anyone got any ideas? Would surely appreciate the help if someone knows where we can go. Thanks.
