That deppends on what your contract says. Is it a 10Mbps connection or an "up to" 10Mbps connection? If you are supposed to be getting 10 and not "up to 10" then you should call and complain. Its kind of a marketing trick ISPs use to get subscribers to sign.

It says up to 10mb/s but ive never even topped 1mb/s. Its seem completely impossible for me to get even 1.5mb/s.

IS it 850kbs or 850 KBs (note the capital B !!) --- there is a big difference between b(its) and B(ytes) since 1 Byte = 8 bits !! same goes for MB vs Mb --- SO a quick breakdown :

10 Mbs = 1.25 MBs
8192 Kb = 1024 KB = 8 Mb = 1 MB

so
850 KBs would be approx .83MBs or 6.64 Mbs

So if you are getting 850 KBs download that would be approximately 7 Mbs so while a bit slower than you should be getting is probably within the accepted NORM for your advertised speed since many suppliers also sneak in the accepted marketing terms for MB which is 1000 KB instead of 1024 (same rounding that HDD makers get away with !) and as mentioned they also advertise it as UP TO 10 Mbs so getting 70% of the advertised MAX possible is within the accepted variance !)

Yep it is all about marketing !! just as a quick example for you here is a ss of my latest results on a 12Mbs down 1.5Mbs upload speed line just using the various reporting methods from speedtest

SO as you can see 1.43 MBs = 11.48Mbs = 1434.8 KBs = 11,478 Kbs so depending on the advertised units they can make it seem very different and can confuse things even more using the HDD standard of 1 MB being 1000 KB instead of 1024 !!
