I am ordering a Shuttle AK35 gtr kt266a board. Would using ddr333 pc2700 ram in it increase my ability to overclock.

Of course it would! You don't need the KT333 to hit "333", that's only what VIA wants stupid people to believe! All you need is PC2700 and a processor/board/cooler that can take the overclock!

I would personally choose either the Iwill XP333 or the Leadtek winfast 7350KDA for myself, both of which feature extensive overclocking features.

What's the frequency, Kenneth?

the shuttle is probably missing key overclocking features such as vcore & ddr voltage modifiers.

Would putting PC2700 in a KT266A allow you to set the speed to 7ns memory? Or in other words, could you run PC2700 CAS 2.5 as CAS 2.0 running with a 133 bus?

That really depends on the memory, not the chipset. Cas2.5 at 166MHz is equal to Cas2 at 133, at least according to my calculator, so it should work. That should narrow the performance difference to Zero, or within the margin of error.
