Help - New computer resets when shutdown

I am in the process of completing a new build and when I try to shutdown it just reboots.
Things I've tried based on searching these forums:
- Turned off all "wake" features in the bios
- The only front panel connections I'm using are reset and power on buttons. Neither of which are sticking on
- Motherboard is out of case so there are no dropped screws shorting anything out

Any advice?

Win 7 Pro installed on Crucial 128mb SSD
Gigabyte GA-Z68XP-UD3 motherbrd
I7-2700K processor
G.Skill 2x 8Gb (2x4gb) DDR3 memory
old IBM PS/2 keybrd
old Micrsft USB mouse
onboard video
Coolermaster 1000W powersupply
 

Event viewer errors exist at times of shutdowns ?

Latest theory: bad RAM
Ran memtest and all appeared OK but I pulled 2 sticks out anyway. Worked fine so I shuffled sticks in/out of slots and when there are only 2 (8gb) it works but when I go to 4 (16bg) I now get BSOD. Loading software now but will check BIOS for any settings when done.
