FIFA 2004 Keyboard Config

I have a physical disability which makes it hard for me to reach certain
keys, and am annoyed that some games force you to use certain keys. I just
played the demo of FIFA 2004, and w,a,s,d,e keys being on one side of the
keyboard and the arrows being on the other is a problem. Does the full
version allow you to change keys? Even if I could use u,i,o,j,k instead of
w,a,s,d,e it would help. Are there any programs out there that overide key
settings temporarily so you could set keys to anything in any program?
