I am purchasing a Belkin N750 DB Dual Band 450 Mbps 4-Port Gigabit Wireless N + Router F9K1103 gateway. Do I need a router to create a home network

That has a built in router so no.

All you need is a DSL modem or cable modem (depending on which you have) but your ISP may provide that. You then connect the output of the DSl or cable modem to the WAN port on the Belkin. You will have 4 wired ports and wireless that can all be configured for a single network. It is a very simple setup process, the key thing is turning on WPA2 security (and write down the pass key that you use as all your wireless devices will need it).
