A Bluetooth-Dongle is a piece of hardware for your computer. With this
thing you can connect with your (Bluetooth-)phone to your computer. You
can up- and download pictures, ringtones, videos a.s.o.
At least that would be the most relevant things for this newsgroup.

You can connect to other devices too. I.e. to another computer or to a PDA.

Logitech uses Bluetooth for some of their wireless keyboards/mice.
