IP address conflict

Hello,
My Asus X53E laptop says I have a conflicting IP address. I should be the only computer on my network and able to access my internet. I have had my credit used up before but Telstra said this isn't possible. How can I stop any neighbour or anyone else accessing my laptop and internet

If you are using wireless, use WPA2 security, and change the login and password for your router. If you want an even more secure network, turn on MAC addressing in the router -- then only specific devices entered into the router by you can connect, although if you turn off WPS to prevent Reaver attacks, WPA2 is sufficient.
