Are there any programmes that let me Play Mpegs or Avis on CD-ROM on a DVD Player?

Windows Media Player should do the work.

Anything that normally plays MPEG or AVI files from your hard drive would work.

I think he means on a stand alone dvd player.

If so go to Video Editing and look up scubdude's post on MPEG1/VCD format.
