About the only thing you can do is use the router's UI to formally release/renew the DHCP lease. But that's never a guarantee. It's still possible the same public IP will be assigned, esp. the short the time between release and a new DHCP request.

So you don't really have control of your public IP. You’ll probably have to contact the ISP to deal w/ this situation. He may be able to simply blacklist that public IP for a period of time.
