Windows 7 won't install

I built my computer so it doesn't have a OS. When I insert the windows 7 disc it gives me a "reboot and select proper boot device". I have already made the CD drive the 1st to boot but I still get the error. Can anyone please help?

look at the windows 7 cd if it says windos 7 upgrade the disk is not bootable. also when a windows 7 cd boots you get a short message hit any key to boot from cd if you dont hit a key you get that message. the other issues is if you have two cd-roms what cd-rom is the first boot device...
