Original Turbo C (the DOS version from 20 or so years ago) is a 16-bit aplication, and it will not work on 64-bit version of Windows.
I don't know what is in that link but I would suggest Mukesh to look at other, modern C development tools (e.g. Microsoft Visual Studio Express).
You can download original TurboC from http://edn.embarcadero.com/museum/antiquesoftware
(I think it needs registration), but you have to run it either on 32-bit windows version, or inside virtual machine (for Windows 8, look at VirtualBox.com). You will need a valid Windows license for this virtual machine (unless you install e.g. FreeDOS). You can also look around for pre-build virtual machines with FreeDOS.
