Bought this at a garage sale for $1.50, the guy thought it worked ok,
(it did power on at his garage) but when I got it home and really used
it I noticed the tape wheels (spindles? whatever) do not turn at all,
even with no tape inserted.

Anything easy or cheap I can try to fix it?

can't tell without opening it up. Could be broken belt, dead motor, dead
electronics, ...
