I have a GeForce 3 Ti 200, but it doesn't have tv-out. Can anyone recommend a good tv-out card so I can watch DvD's on my TV. Is the Creative Dxr3 any good?

DXR3 has superior DVD output to any video card ever made. You can do more things with it too, like adjust TV picture size, more zoom choices, more Pan & Scan choices, etc. And you can disable Macrovision on it, allowing you to record DVD's to VHS in professional quality, in both letterbox and full screen format. In other words, the DXR3 kicks the ass of all video cards for playing DVDs to TV-Out.
