I guess that's the only way to describe it... sometimes they just get loud all of a sudden. No, it's not just the songs :P. Would this issue to related to my sound card or my speakers? Any ideas?

It happens pretty much completely at random, but seems to occur more often when listen to mp3s on winamp than when playing games... could there be problems with the cables that cause such a problem?

It could be practically anything. Can you replace the speakers or use headphones and see if it happens? Most likely it's a short in your speakers or something.
