Am trying to solve the, steam user stats not available error. please help

I am trying to install a game, fm 2010 but I keep on getting this error:
The procedure entry point SteamUserStats could not be located in the dynamic link library steam_api.dll
I have followed all instructions as per other users errors but I still keep on getting the error, what's could be the problem?
