I have an att modem that is also being used as a router but the connection sucks. i am trying to connect my old linksys router to that modem but its not letting me get into the 192.168.1.1 to config router, anyone have any suggestions???

Look for a button on the back that lets you reset it. Then you should be able to get in by that standard method...except it will erase any customizations you have made.

If you are using IE8 or newer then some linksys routers donot "understand" the authorization. Try other browser if you still cannot access the router after reset.
