The start menu and Icons are missing from my desktop

I downloaded the new IE and lost all icons n left and bottom of screen HELP

Sounds like you downloaded a virus not just I.E.

Go though the virus clean up here http://www.tomshardware.com/forum/8263-63-simple-free-guide-removing-malware

Then go to the C:\Users select all of the user files there, right-click, go to properties, and uncheck the Hidden selection.
