I just recieved a case which included a powersupply. Is it normal that the power supply's fans do not come on when I plug it in if I don't have anything plugged into the power supply?

Older style power supplys had a switch that had to be installed in the case, the new power supplys are activated through the motherboard itself.

so what you are saying is that until I have the mobo hooked up the powersupply won't turn on and hence the fans on the power supply won't turn on? (I really appreciate your help, thanks.)

Yes, perfectly normal. Many kinds of switched mode power supplies require a minimum load to function properly. The PC power supply is an SMPS and contains a circuit that senses the load. If there is no load, the power supply does not start.
