Actually, it probably has a higher true capacity than ordinary power supplies of similar rating, if it's really an industrial power supply.

The enermax's are virtually quiet and yah, the cpu fan is usually noisier then the psu.

Computer parts need fans to moved heat out of the case. My computer have 10 fans and I do not think 1 less fan will help very much. If you want a computer with no fan then you need a computer with components that does not produce too much heat.

or you do what i do and have a water cooled system

my chipsets, video card, processor, hard drives and power supply are all water cooled

NO FANS AT ALL
