Hello,
What are the steps to turn on wireless capability permanently?

Hello and welcome to Tom's Hardware Forums.

On a laptop, some use Function keys in conjunction with the Fn key- others have switches on the front or side. If you use a wireless dongle in a laptop or a desktop PC, it should have power whenever it's plugged in but the power management settings have to be changed to prevent the device from being turned off to save energy.

What sort of wireless connection do you have?
