Half-Life 2: cheat console?

I'm on the level where you are battling around the ruined city trying to
"find the horse", whatever that means, and am totally stuck. So I wanted
to try some of the console cheats, to enter fly mode & get a bird's-eye view.
I'm obviously missing something basic.

According to GameSpot, I just have to press the '~' key to get the console.
But that doesn't work for me-- nothing happens!

Is there some other trick to bringing up the console? Do I have to modify
the shortcut or something?

You enable the console from within the game itself. Go to the
keyboard configuration settings, select advanced and it's a
tick box.

The horse you're looking for is a statue of a rearing horse,
you should see it from the top of the building you're on when
you're told to find it. Then work your way around the city,
occassionally catching glimpses of it.
