How can i make my home network have a i accept page

you know when you go to a hotel and connect to their free wifi and a page comes up when you open your browser asking you to accept the terms? how can i get something like this on my home network?

This is called a "captive portal". You can search Google for these products. It's not something you'd commonly find on a consumer router. But if you're willing to consider a router that supports third party firmware (e.g., dd-wrt), you will find several "built-in" captive portal options (e.g., NoCatSplash).
