Speed Test vs Actual DL speed

I've done different speed tests with servers in different locations. Each test I got about 30 MB/s DL speed.
If I download something it seems like my download speed caps at 2.5MB/s.

I'm curious to know if thats just my ISP that is capping the actual download speed, or if there is something I can do to increase my actual download speed.
I've even ran some internet speed test on my ISP's website, and I still got about 30MB/s for my download speed.

  1. Most speed tests are on high bandwidth servers which is needed to test maximum line speed. Most web servers are on much slower connections so you are restricted by their speeds. Also, popular web sites get a lot of traffic where as speed test sites may not get hit as often.
