Problem with my internet

Hello, I am having trouble with my download speed. Everything internet wise such as loading web pages and playing youtube videos in 1080p seems to be working fine but when it comes to downloading something I am getting a download rate of about 5-35 KB/s (at the worst i was getting 1000 bytes/s).

I am trying to download a video card driver directly from the AMD website. I am using a 2 wire usb wifi thing but that has not caused problems in the past.

My ISP is AT&T and I just recently got a new modem. On speedtest.net i have 11 mb/s download and like 2 upload. I have tried unplugging it for 15 seconds and plugging it back in to reset it but that did not work.

Any help would be greatly appreciated. If you have any questions about my situation feel free to ask.

Everything that uses internet works great and is fast and all but when I try a download it starts at a normal speed then starts dropping until it is at about 800 bytes/s.

are you having problem in downloading the video driver only? or this happens in all the downloads?
