if you pay for a faster connection you can download faster: however, your download speed can also be effected by the Upload speed of the server you are connecting to.

so if your download speed you pay for is 20Mb/s but the server you download for can only upload at 1.4Mb/s then the max speed you can download is 1.4Mb/s

"Not fair" depends on how much it costs the ISP to supply you that bandwidth.

100Mb/s for $40/month may be expensive in Toyko but 100Kb/s for $100/month may be cheap in New Zealand.

my dial up modem does 56Kb/s.

usually broadband should be around 500kb/s and up

i don't know anything about those ISP and even don't know which ISP i am using. but i can only say that i may be using 256 kbps plan because i am getting speed only 32 KB/s.
