New Lite On does not read or write?

I bought a new Lite on 32/12/40 for my brother, and we can't get it to work. It is set as the master on a P2 300, with 256ram. It shows up in bios fine and under device manager it says that the device is working properly, but when you put a cd in and then try to read what is on the disk, the comp says that the "device is not ready". It has power it opens and ejects and it will start to spin for a few seconds and then die out. What do you think?

Try the drive in another comp and/or try another drive in that comp. Also if it is a single drive on a wire set the jumper to cs. Change the cable and/or check for good connection.
