Win 7 turns on off very sow

My guess is that you have "wipe page file on computer shutdown" option turned on. Turn this off for a much quicker shutdown. (Google it)
Also, if you have never done a disk defrag, I'd recommend that you do.
Also, if you don't have a Windows 'Clean-up" utility, get one. Auslogics Boostspeed is a good place to start.

I'd also check your msconfig. To see what programs are running in the background. Turning off whats not needed will result in a quicker shutdown and start-up.

Go to start > search for msconfig > start up tab > unchecked all unnecessary boxes save/apply and restart.
