HD wont recognize of controller card

I have a promise ATA 100 controller card and the card initilizes fine, but I attatched a brand new HD to it and when windows boots up it doesnt show up. The HD DOES show up in the BIOS but thats about it. How can I get it to work?

Try setting the HDD jumper to Cable Select.
